JENNIFER “JENNY” CULLER is the Senior Assistant County Attorney for the Fulton County Board of Health. She also manages all environmental matters for the County. Ms. Culler has practiced environmental and public interest law throughout her career and holds a Juris Doctor from the University Of Georgia School Of Law, as well as a Master of Studies in Environmental Law from Vermont Law School.   Prior to joining Fulton County, Ms. Culler worked in both the non-profit and private sectors, where she created and presented local government trainings on Clean Water Act requirements, and litigated scores of property damage claims for individuals and small businesses.   She is a member of both the Georgia and Tennessee Bar Associations, is a trained Mediator, and is admitted to practice in all federal, state, and appellate courts in Georgia.   Ms. Culler currently serves her profession as Secretary of the Environmental Law Section of the Georgia Bar, and serves her community as a board member with the East Lake Neighborhood Community Association.   She grew up in South Carolina and earned a Bachelor of Arts in Psychology from Furman University.  

DOMINIQUE MARTINEZ joined the Office of the County Attorney in January 2015 as a Staff Attorney in the Personnel and Human Resources Division.   Prior to joining the Office of the County Attorney, Ms. Martinez specialized in representing local school districts and boards of education in employment matters and defending against employment lawsuits.   Ms. Martinez received her undergraduate degree from Georgia State University.   She earned her Juris Doctor from Emory University School of Law in 2010.   Ms. Martinez is an active member of the Georgia Bar and is admitted to practice in all of the federal, state and appellate courts of Georgia  

ASHLEY PALMER joined the Office of the County Attorney in June, 2015 as a Staff Attorney in the Public Safety Division.   She was elevated to Senior Attorney of the Public Safety Division in January, 2017.   Ms. Palmer has experience in both criminal and civil trial practice and appellate litigation.   She started her legal career at a large Atlanta law firm where she concentrated her practice on bankruptcy litigation and securities, corporate and fiduciary litigation.   Prior to joining the Office of the County Attorney, Ms. Palmer was an Assistant Public Defender with the Office of the Circuit Public Defender in Clayton County where she represented indigent clients charged with felony crimes and also served as a member of the Clayton County Drug Court committee.   Ms. Palmer graduated from Vanderbilt University with a dual degree in English and Psychology.   She earned her Juris Doctor degree from Vanderbilt University Law School.   Ms. Palmer is an active member of the Georgia Bar and the Georgia Association of Black Women Attorneys (GABWA).   She serves on the Boards of Directors for the Restorative Justice Center and the GABWA Foundation.   She also serves on the State Bar of Georgia’s Young Lawyers Division/High School Mock Trial State Finals Planning Board.   Ms. Palmer is admitted to practice law in the federal, state and appellate courts of Georgia.

CHERYL RINGER joined the Office of the County Attorney in February 2008 as a Staff Attorney in the Taxation/Finance Division. She presently holds the position of Senior Attorney in charge of the Finance, Information Technology, and Taxation Division. Prior to joining the County Attorney’s Office, Ms. Ringer served as Associate County Attorney for Prince George’s County, Maryland. Ms. Ringer graduated from Michigan State University with a Bachelor of Arts degree in Social Science, and she earned her Juris Doctorate from the University of Cincinnati College of Law.   She is an active member of the Georgia Bar.

WILLAM SHANNON SAMS joined the Office of the County Attorney in June of 2008 as a Staff Attorney in the Personnel Division.   He presently holds the position of Senior Attorney over the Risk Management and Revenue Enhancement Division.   Prior to joining the Office of the County Attorney, Mr. Sams   served as an associate in a private firm in northern Fulton County specializing in land use law, municipal law, community property rights and environmental law.   Mr. Sams obtained his Bachelor of Arts degree from the University   of Georgia in 2000. He earned a dual degree in 2005 obtaining both a Juris Doctorate degree   from Georgia State University and a Master's Degree from the Georgia Institute of Technology in City and Regional Planning.   He is an active member of the Georgia Bar and is admitted to practice in all state trial and appellate.

DENVAL STEWART is a Senior Attorney within the Office of the County Attorney where he is presently in charge of the legal team representing Public Works, External Affairs, Aging and Youth Services, Department of Real Estate and Asset Management (DREAM), Housing and Human Services, the Airport at Brown Field, and Select Fulton.  Mr. Stewart earned his Bachelor of Arts degree in Political Science from Hampton University in Virginia and a Juris Doctorate from Emory University School of Law. He is an active member of the Georgia Bar and is admitted to practice law in the United States Supreme court, and all federal and state trial and appellate courts. Mr. Stewart is currently active in raising three children and hopes to be published in the near future. He is an avid football, soccer and movie fan. Mr. Stewart was born in Jamaica, W.I. and is beloved of the country he now calls his home (USA).
