Fulton County Seeks Requests for Proposals for HUD HOME Set-Aside Community Housing Development Funds | Print |

Fulton County‚Äôs Department of Housing and Community Development (HCD) is seeking proposals from eligible Community Housing Development Organizations (CHDOs) for funding consideration under the HOME Investment Partnerships Program to acquire, construct and/or rehabilitate affordable housing.  

Notice of Available Funds

Available funds are designated solely for housing development activities that produce safe, decent, and affordable housing for low to moderate‚Äźincome households located in Fulton County, outside the city limits of Atlanta, Roswell, and Sandy Springs.   A CHDO is the only entity eligible for these HOME set-aside funds.   A CHDO is a certified private, nonprofit, community-based service organization that has staff with the capacity to develop affordable and decent housing for low- income people meeting the HUD regulations at 24 CFR 92 Section 92.2.   The CHDO must be the owner, developer and/or sponsor and can apply for up to $500,000 in funds available.

Eligible applicants must demonstrate site control of a specific project and capacity to develop affordable, single-family rental and homebuyer housing for low-to-moderate income households.   If site control is not demonstrated, the project may not be considered for funding.

Eligible activities for consideration include:

  • New Construction/Acquisition/Rehabilitation of   Rental Housing - allowable activities   include site improvements, conversion, demolition, provide financing costs, and relocation expenses of any displaced persons
  • New Construction/Acquisition/Rehabilitation of Single-Family homebuyer property
  • Direct financial assistance to purchasers of HOME‚Äźassisted   housing

Ineligible activities include:

  • Tenant-based rental assistance (TBRA);
  • Homeowner/Owner-occupied rehabilitation; and
  • Brokering or other real estate transaction

The request for proposal does not include funding for CHDO Operating Expenses, Capacity Building Costs, nor Technical Assistance and Site Control Loans.

The available funds will be awarded through a competitive application process.
