In 1996, the Office of Workforce Development, formerly known as the Community Service and Job Training Division, merged with Human Services Department.  In 1998, the Clinton Administration wanted to change the JTPA program so that the training and employment programs could be managed on the local levels. This would allow the needs of the business and local area citizens to be better understood, access to employment, education, and training, and information services would be provided in the communities.  But most importantly, businesses would be able to provide leadership, information and play an active role in ensuring that the system prepares residents for current and future jobs.

The implementation of the Workforce Investment Act created State Workforce Boards to oversee the Local Workforce Boards. Youth Councils were set up as a subgroup of the local boards to guide the development and operation of programs for youth.  On June 15, 2000, Governor Barnes designated Fulton County as a WIA Service Delivery Area.  

In August 2000, there were two career centers, Downtown Atlanta, Central Fulton Career Center “Central”, located at 236 Forsyth Street, Atlanta, GA and South Fulton Career Center “South” located at 5610 Stonewall Tell Road, College, GA.  In July 2002, the North Fulton Career Center “North” opened their doors at 8610 Roswell Road, Sandy Springs.  In 2005, The WIA Board recommended that since the City of Atlanta was receiving WIA Funds that the downtown office no longer provide services to the City of Atlanta.  City of Atlanta residents are strongly encouraged to seek services from the WIA center located on 818 Pollard Street, next to the Turner Field.  

In 2008, we opened the youth employment service center in College Park, located on Old National Highway.  This center is the first of it’s kind geared specifically towards serving the youth of Fulton County.
