About the Office of the County Manager | Print |

The Office of the County Manager is responsible for the overall administration of all County departments as the combined organization implements the policies of the Fulton County Board of Commissioners.

The Office of the County Manager includes several divisions:

Administrative Services: Responsible for internal administration of the County Manager's office, providing support to all other divisions.

Customer Experience and Solutions:  Aims to shape customer service delivery from the customer perspective by providing optimal levels of customer service.  

Select Fulton: Works to enhance the economic viability and quality of life within Fulton County through the creation and preservation of businesses and the promotion of jobs and economic opportunities.

Emergency Management:  The Atlanta-Fulton County Emergency Management Agency (AFCEMA) is the lead county organization responsible for providing management and coordination of mitigation, preparedness, response, and recovery activities within its area of responsibility. This is accomplished via hazard mitigation as well as preparation and response planning done in partnership with City/County agencies, regional and state level partners, non-profit entities, schools and the private sector to recover from natural or man-made disasters.

Office of Diversity and Civil Rights Compliance: Ensures that County Employees are not subject to discriminatory actions.

Office of the Child Attorney:  Provides zealous and effective advocacy for the legal rights and protections of child clients alleged to be abused and/or neglected throughout the deprivation process in Fulton County’s Juvenile Court, as mandated by Kenny A. v. Perdue, the Georgia Constitution and Georgia law.

Ryan White Program: Responsible for programs and activities related to Part A of the Ryan White Treatment Modernization Act.

Fulton County's Strategy and Performance Management Office: Established in 2015 to develop a clear framework and path forward for the County's direction over the next four years that is tied not only to the allocation of resources, but also to the collection and analysis of data to measure, project management, and manage organizational performance. Guided by the County's vision, mission, and six priority areas identified by the Board of Commissioners, the team is responsible for integrating strategic planning, budgeting, and performance management to support the execution of the County's Strategic Plan. This includes, but is not limited to:

• Establish clear performance measures and goals for the County as a whole as well individuals department and programs.
• Develop regular reporting on the County's progress in achieving its performance objectives.
• Ensure the quality and integrity of performance data that is collected.
• Develop effective accountability systems for County departments to learn from and take responsibility for their performance.
• Create self-service vehicles for internal and external customers of performance data to pull information they need to review.
