This area administers employee health and welfare plans, including medical, dental, vision, pharmacy, and mental health insurance plans for County employees and their families. It also administers the County’s basic and supplemental life insurance and COBRA programs.

Employee Benefits

This division is comprised of the Payroll, Benefits, and Pension Administration units. Its mission is to ensure that employees are paid properly, payroll deductions are distributed, and benefits are monitored and administered correctly. This division is also charged with the administration of both the Defined Benefit pension plan (Fulton County Employees Retirement System), and the Defined Contribution plan (401a).

Payroll

This area is accountable for the accuracy and integrity of the County payroll process. It is also responsible for depositing payroll taxes, filing all State and Federal payroll-related documents, and annual production of W-2’s. In addition, payroll deductions for non-health insurance items are processed in this area, including MARTA Cards, deferred compensation, supplemental (voluntary) insurances, union/association dues, charity funds, savings bonds, garnishments and court-ordered deductions and levies.

Pension Administration

Fulton County administers two retirement plans: the Fulton County Employees’ Retirement System (FCERS), which is the  Defined Benefit Plan for employees hired prior to July 1, 1999; and the Defined Contribution Plan (401a) for employees hired on or after that time.
